Excavation and road closure permits information system OPIS

OPIS is a web-based information system for electronic application, processing, issuing and publishing of excavation permits and temporary road closure permits within a municipality. We rent it out to municipalities as a cloud service. Performed works can be either regular works or emergency ones. Performers of works can apply for permits electronically. Municipality officials can also process and issue permits electronically. Data about works to be carried out and roads to be closed becomes available to the public right after a permit has been issued. In addition, the information system provides an illustrative map of events. Citizens can subscribe to automatic email notifications about any works carried out near their home. Checking of works, completion of works and calculating the cost of closing roads are also a part of OPIS.

In addition to registration of excavation works and temporary road closures, OPIS also enables municipality officials and communication system managers to register blackouts, interruptions in water and gas supply, roadworks and other works that may affect and interest citizens.

OPIS is web-based and includes all municipalities that have joined the information system. It is available 24/7 all over the world. It is located in Spin TEK’s servers and is rented out to municipalities as a cloud service. OPIS can be separately configured according to the needs of each municipality. OPIS is also connected with the Population Register, the Commercial Register, the Address Data System and the Map Service through the X-Road. OPIS includes open data interface.
Here is a brief description for all the different users:

For applicants:

  • Electronic application for a permit for excavation works and temporary street closures.

  • Tracking of the processing of your application in real time.

  • Feedback about the processing of the application; option to submit additional documents.

  • Overview of issued permits and performed surveillance activities.

  • Application for extension or cancellation of a permit.

For municipality officials:

  • Electronic processing of applications, including issuing and digital signing of permits.

  • Coordination of applications with various offices or institutions.

  • Giving feedback to applicants, requesting additional documents.

  • Execution of surveillance and registration of completed works.

  • Insertion and publication of unplanned emergency works.

  • Insertion and publication of data about blackouts, interruptions in water and gas supply, roadworks and other works carried out in public space.

  • Calculation of costs related to closing of streets.

  • Statistics.

For communication system managers:

  • Insertion and publication of data about blackouts, interruptions in water and gas supply, roadworks and other works and emergency works carried out in public space.

For citizens:

  • Information about all closed streets, excavation works, emergency works and other works carried out in public space.

  • An interactive map with data about all the works being carried out at the moment (public portal for the city of Tallinn)

  • Subscription to automatic email notifications about works being carried out near your home or in some other areas that interest you.
